    “There’s confusion at the very top about what our basic approach to Syria is,” says Max Abrahms, a professor at Northeastern University and expert on terrorism and international security. The same was true for the Obama administration, which failed to enforce its own red line on the Syrian government’s use of chemical weapons, he says.

    “The fact that the State Department seems to be hesitant to commit underscores the confusion at the very top about what to do moving forward with Syria,” Abrahms says.
