Panel to study $1B life-sciences plan

Halfway through the state’s $1 billion experiment with investing in the state’s life-sciences industry, a report due out next week will examine the effectiveness of a 2008 law in attracting investment and creating jobs.
Gov. Deval Patrick, who signed the 10-year law in 2008, is scheduled to be on hand Tuesday for the Boston Foundation’s release of a report by researchers Barry Bluestone and Alan Clayton Matthews of Northeastern University.
While it passed overwhelmingly, the few critics of the 2008 law argued the state was favoring one industry at the expense of others.
