    As an example, Simons pointed to “Mergers, Merger Control and Remedies,” a book by John Kwoka, an economics professor at Northeastern University, that attempted to assess how well U.S. merger enforcement is working by looking at a set of merger retrospective studies. The House panel’s report cites the book and said Kwoka’s scholarship concludes that the agencies acted in only 38% of all mergers that led to price increases, contending this shows enforcers have been too lax.
