    In fact, an examination of Coast Guard records found that dozens of key vessels routinely deployed for search-and-rescue and law enforcement missions were never ready last year, and for increasingly longer periods of time. The agency reported that its 34 high and medium-endurance cutters, and 37 large patrol boats, were stuck at the pier and unable to get underway for an accumulated 1,654 days last year — the equivalent of four and a half years at the dock.

    “Things are pretty challenging for people on the front lines,” said Stephen Flynn, director of the Center for Resilience Studies at Northeastern University in Boston. “Each day it becomes an issue of: ‘What mission are we not going to do today?’”
